I was surprised that Arch Puddington [“Ethiopia: The Communist Uses of Famine,” April] did not mention that from 1978 through 1982 the Ethiopian government received $1 billion in official Western aid, including substantial U.S. aid, and even more multilateral aid with a substantial U.S. component.
